SCRATCH TICKET MANAGEMENTScratch games are shipped via courier service. You must scan at least one pack from each carton/envelope to accept delivery of the manifest for all shipments.

Scratch packs must be activated before you can start selling tickets. Tickets from packs that have not been activated will not validate.

You must sell tickets in a pack in ticket order. They are sequentially numbered.

SALES REQUIREMENTSIt is unlawful and a Class 2 misdemeanor to sell Lottery tickets to any person under eighteen years of age.

You may redeem prizes for persons under eighteen years of age who have received Lottery tickets as gifts.

Customers can only purchase Lottery tickets with cash, check, debit card or money order.

You cannot redeem out-of-state Scratch tickets. Instruct your customers to visit the appropriate state's website for instructions on how to redeem their prizes by mail.

PAYING OUT PRIZES TO CUSTOMERSYou must redeem prizes from $1 up to $150.

You may choose to redeem prizes up to $599.

Prizes over $599 must be claimed at a Colorado Lottery Claims Center.

After validating winning tickets, punch or tear the ticket and discard in trash.

Validation codes idenitfy the total amount of winnings on an individual ticket. All tickets have three code letters in various locations on each ticket. Only winning tickets have three letters that match any one of the validation codes.

PROFITA 7 percent commission is paid for the sale of Scratch games and is deducted from the retail value of a pack of tickets. Commissions for each Scratch game category (by price point) are detailed to the right.

When your customers win, so do you! Bonuses are offered for selling certain $10 and $20 games, and can range from $250 to $25,000. Bonuses are paid upon validation of the winning ticket.

MERCHANDISINGFor information about merchandising options, please see our Gallery section. If you are interested in a featured merchandiser, please let your Lottery sales representative know.

Scratch Ticket Vending Machines (STVMs) are available for high-volume accounts. A unit carries from 16 to 24 different games.

PlayCenter Kiosks are available to provide your customers with an area to play Scratch games, and gives them access to Lottery playslips and other materials.

Ticket Checkers give your customers the convenience of checking to see whether their Scratch tickets are winners, relieving your clerks of the task.

ADVERTISING / PROMOTIONSThe Colorado Lottery consistently supports the sale of Lottery products through advertising including television and radio commercials, outdoor and retail point-of-sale materials. Your Lottery sales representative will ensure that promotional materials in your store are up-to-date.

Lottery sales representatives conduct various sales promotions at retail locations such as drawing wheel spins and drawings. A representative will conduct a drawing wheel spin in person, and often along with the retail partner, to make it an event - offering players premium items and free Scratch tickets. A representative can offer you a prize to offer in a drawing at your store's location. Players who purchase any non-winning tickets from your store may enter them into that drawing. Contact your local sales representative for more information.

  • $.14 commission earned per unit sold.
$3 GAMES
  • Three to four games are in the market at one time.
  • Prize payout is 65 percent of total game sales.
  • Top prizes are generally $25,000 to $40,000.
